The Department of Homeland Security has issued new guidance to help "stateless" noncitizens who want to obtain immigration status or have submitted other requests to U.S. Citizenship and Immigration Services. A stateless individual is a person who is not legally considered a citizen of any country, and therefore may be denied legal identity and struggle to access education, healthcare, marriage and job opportunities, the DHS said in a news release. “Individuals can be born stateless or become stateless because of discrimination, war and conflict, or changing borders and laws,” the DHS release said. “The new guidance clarifies when and how USCIS may consider a noncitizen stateless for the purpose of adjudicating immigration benefits or other requests.” Federal officials believe the new guidance will not only provide stateless individuals with more opportunities but also give them more peace of mind when it comes to their citizenship status. “DHS is fully committed to addressing ...James Sweeney, Ian Baxter, Mark O’Camb Injured in Head-On Collision on Highway 89 [Calpine, CA]

By Jackie Wattles | CNNBig, bright lunar displays will bookend August as the moon nears its closest point to Earth. When the moon reaches this position in its orbit while also appearing full, the result is a supermoon — and there will be two this month. The first of the supermoons will peak at 2:32 p.m. ET on Tuesday, which means lunar gazers in Europe, the United Kingdom, Africa and the Middle East can catch the orb glowing at its fullest in the night sky at a distance of about 222,158 miles (357,530 kilometers) from Earth, according to calculations from retired NASA astronomer Fred Espenak. By Audrey McAvoy | Associated PressHONOLULU — Jan Pappas and Ronald Yasuda hired a contractor to fasten the roof of their 1960s-era home to their walls with metal plates and nails so high winds of a potential hurricane wouldn’t blow it away.Their motivation? Global warming fueling natural disasters around the planet.“It’s happening right now, every place in the world,” said Pappas, who installed the so-called hurricane clips after watching extreme weather in other parts of the world. “How are we to expect that it’s not going to happen here to us?”Many of Hawaii’s homes are even more vulnerable than theirs. Two-thirds of the single-family homes on Oahu, an island of 1 million people that’s home to Honolulu, have no hurricane protections. That lack of preparedness is unnerving residents this hurricane season as the islands prepare for the possibility of a one-two weather punch: the increased odds of a tropical cyclone that come wit...California hotel owners pull back, cut openings by half
